There's a saying that ideas are a dime a dozen (or even less). People won't make your game for you unless someone else wants to use their time and ability to help you. Do you have a lot of money to offer? You can try to buy a game programmer, artists and other developers to make the game. It will probably be very costly.
Another option is to make the game yourself. If you wish to learn to program then this forum or gamedev.net (in the For Beginners forum) are a good place to ask where to start.

Basically ideas won't get you very far. It's all in the implementation for the most part.
If you're interested in game design then there are other ways to do things. You can try level design and such.
