I will have to disagree, first of all, as long as it handles game logic and drawing in some way, it is considered a game engine, even if it's just drawing it in a console. Tho I have to admit then people should put some notes around it telling us that their engine is more of a learning thing and not a final product of any kind.
second of all, I believe writing unnecessary tutorials will give you a good idea of most of your mistakes and update possibilities when it comes to software design and user-friendliness as well as it is a good practice to always document your work in some way.

I think this is a good idea too since the programmer will probably come up with lots of insights on what could be done better technologically
